There have been many issues in the VN adoption community about ethical adoptions. I traveled with a family that used an agency for their first adoption that was less than ethical (they didn't realize it until they were in VN-not PLAN, but another that does have a current license). They were terrified that they were not able to bring their daughter home. They eventually did, but they definitely did more research for their second adoption. I feel very bad for the families receiving NOIDs, but I do not feel bad that people are doing their jobs and making sure the integrity of VN adoptions remains high.

I was involved with one of the families receiving NOIDS. I regard the little boy who was adopted as my grandchild. There was nothing fair about it. The people at the embassy were not doing their job. They were using families that had adopted children under perfectly correct circumstances to score a point against the Vietnamese gov't. It was unconscionable. This is all documented. When every objection was met and answered, the embassy still refused to release the little boy (and 26 others too). When the State Dept found in the families favor, the jerks at the embassy refused to accept it and held them all up while another level of review went through.
Finally the State Dept sent someone out to Hanoi to oder the folks there to release these kids. The people at the embassy had even gone so far as to improperly translate some of the testimony from the guard at the orphanage in order to strengthen the grounds for denial.
I know there are problems with adoptions in some countries, and in some Vietnamese provinces, but this was not a good faith effort on the part of our embassy.
